Our organisational structure
The Agency for Care Effectiveness (ACE) is part of the Ministry of Health Singapore. ACE is led by our Executive Director, Dr Fereen Liew, and comprises four divisions:
The Health Technology Assessment (HTA) Division, led by our Chief HTA Officer, focuses on the evaluation of drugs, vaccines, medical devices, implants, and emerging areas such as precision medicine and digital health technologies, to inform national subsidy decisions and improve patient access. The Division also engages with industry through value-based pricing negotiations to ensure that the prices of high-cost technologies reflect clinical value, and designs risk-sharing arrangements (RSAs) that provide budget certainty for healthcare payers.
The Economic Modelling, Outcomes Evaluation, Consumer Engagement & Education and Adoption (MOCA) Division, performs economic evaluations and utilisation reviews to support HTAs, pricing negotiations, RSAs and guidelines development. It conducts outcomes evaluations to measure technologies’ real-world impact on clinical practice, patient outcomes, and the healthcare system. The Division also supports patient involvement in ACE’s work, co-develops educational resources with patient and voluntary organisations, conducts horizon scanning and works with public healthcare institutions to drive adoption of clinically and cost-effective health technologies.
The Evidence to Practice (ETP) Division, develops locally contextualised, national-level clinical guidelines that drive appropriate care whilst keeping pace with the growth of medical knowledge. By partnering with relevant stakeholders, including healthcare professionals, clusters, academia and professional societies, to inform evidence-based best practices and standards of care, the division aims to reduce unwarranted variation and improve patient health outcomes.
The Planning & Policy (P&P) Division manages ACE’s strategic planning, corporate governance, finance, and administration. The P&P Division also leads communication strategies to build trust in ACE’s brand and credibility as a trusted source of information for both healthcare providers and patients.
