The Agency for Care Effectiveness (ACE) was set up by the Ministry of Health in August 2015 to drive appropriate care as part of MOH’s broader initiatives to manage healthcare costs.

ACE provides independent evidence-based evaluations of health technologies (e.g. drugs, vaccines, medical technologies, cell and gene therapies) to inform funding decisions and produces technology guidances on their appropriate use; and develops clinical guidance to inform healthcare professionals on specific areas of clinical practice. To improve patients’ access to affordable treatments, ACE conducts value-based pricing negotiations with manufacturers to ensure prices of selected health technologies are commensurate with the value the technology provides based on proven clinical outcomes. Efforts to support subsidy implementation of health technologies evaluated by ACE and utilisation review of the impact of subsidy decisions are also part of ACE’s mandate.

ACE also develops and delivers educational materials and programmes for healthcare professionals and consumers to drive the practice and consumption of appropriate care respectively. Overall, ACE supports three key stakeholders – payer, provider and patient/public to assist them in making better and more informed decision-making in healthcare.

Job Description

As Senior Manager / Manager/ Assistant Manager (Strategic Engagements and Outreach), you will plan, conceptualize, develop and implement initiatives and projects to achieve ACE’s work plan and objectives, specifically in the key areas below:

Responsibilities
Communication and engagement strategy and planning
• Assist in the development and review of strategic communications and engagement strategies to increase awareness of ACE’s work and promote appropriate and value based care
• Develop and review the annual communications and media workplan in collaboration with the various ACE sub-teams as well as with MOH-Communication Engagement Group (CEG) /Corporate Communications Division (CCD)
• Contribute to the development of key themes and messages for the communications workplan initiatives so as to deliver to the communication objectives in alignment with MOH directions and priorities
• Identify contents for ACE’s story bank including initial liaison with other ACE sub-teams and with healthcare institutions for story leads

Integrated communication and engagement activities for ACE
• Assist in the development and review of communication and engagement initiatives to motivate healthcare consumers to access ACE’s information to improve their health literacy and engage in decision-making with their healthcare practitioners; nurture understanding of value of healthcare; and encourage advocacy by sharing with others about ACE
• Assist in the development and review of initiatives to encourage healthcare professionals’ adoption of ACE’s guidance and programmes, and promote the adoption of appropriate and value-based care culture and practices
• Plan and manage the development and implementation of integrated communication activities for ACE through print, digital and social media with the focus to drive appropriate clinical care for patients and position ACE’s work as part of MOH’s effort to manage rising healthcare costs
• Work with ACE sub-teams to develop human interest stories about positive testimonies from clinicians and patients about the impact of ACE’s work
• Monitor and review measures of success (e.g. performance indicators) for the implementation of assigned communication and engagement activities for ACE
• Ensure there are adequate and innovative touch points for awareness building and interaction and engagement with target audiences
• Ensure on-time and within-budget delivery for projects

Market research and outcomes monitoring for ACE
Conduct market research with stakeholders to enhance communication and engagement activities for ACE and relevant stakeholders
• Assist in the development and review of tracking mechanisms to measure the success of ACE’s communication and engagement efforts including establishing ACE as a credible and trusted source of information for healthcare professionals and consumers; impact of its health literacy campaign and related communication activities, and the building of culture of appropriate and value-based care
• Assist in preparing a measurement plan report as a dashboard for tracking and review purposes

Procurement and finance functions
• Assist in securing resources and conduct procurement for P&P’s communication and engagement activities (e.g. market research studies, pre- and post- campaign surveys, implementation of print, social and digital media activities, events/conferences) for ACE and cross MOH division activities (if applicable)
• Work with ACE sub-teams to secure resources and conduct procurement for programmes, communications activities (e.g. procurement support for other ACE sub-teams’ projects) for ACE
• Manage appointed vendors (for the above activities) to comply with ACE’s requirements and Government contracts
• Track implementation of these procurement activities and report budget utilisation for these initiatives regularly

Secretariat functions
• Provide secretariat support to regular key meeting platforms, international and/or local engagement meetings with ACE’s stakeholders
• Any other duties assigned by Head (P&P) and Senior Assistant Director(P&P)

Requirements
• Tertiary education in Healthcare / Mass Communications / Communications Studies / Marketing
• At least 2 years of work experience ideally in healthcare-related roles preferred but marketing communications experience will be considered as well. Fresh graduates are welcome to apply.
